Does plastic on the ground mean it is encapsulated?

Absolutely not!

• Seal off the rest of the house form the outside and the ground
• Sealing of the vents
• Door nice and tight
• Joints are taped
• Wrap columns and wall

Treat your crawl space like miniature basement.

Plastic might prevent moisture from the ground but does not prevent humidity in the air.
